Paris Hilton Testifies Before Congress on Reforming Child Welfare Programs

Paris Hilton is using her platform to champion the rights of children in the welfare system, testifying before Congress about the critical need for reform and sharing her personal journey in advocacy.

The entrepreneur and activist appeared on Capitol Hill Wednesday to address the systemic abuses faced by children in the welfare system, drawing on her own traumatic experiences in youth residential treatment facilities.

In her compelling testimony, Hilton highlighted her efforts to outlaw harmful disciplinary practices such as restraint and seclusion and emphasized the importance of regular site visits to ensure accountability in foster care homes.

In addition to recounting her past, Hilton urged Congress to take decisive action on two significant legislative initiatives.

She called for the reauthorization of Title IV-B, which provides federal funding for state child welfare programs, and advocated for the passage of the Stop Institutional Child Abuse Act.

This bill, introduced over a year ago but still pending in both the House and Senate, aims to create a centralized system for monitoring and improving youth placement services.

A notable part of Hilton’s testimony included her recounting of the physical, emotional, and sexual abuse she endured at Provo Canyon School, a youth residential treatment facility she has previously described as more of an “obedience camp.”

Hilton drew parallels between her own experiences and the hardships faced by children in the current welfare system, underscoring the urgent need for reform.

This is not Hilton’s first foray into political advocacy for this cause. In 2022, she visited the White House and engaged with Senators from both parties to push for meaningful changes in child welfare policies.

Her ongoing efforts reflect a commitment to ensuring that vulnerable children receive the protection and care they deserve.
